In April 2014 SEG filed its first permit appication with USACE.  In this application Chaliese Summers signed the affirmation stating (under penalty of law) that “I possess the authority to undertake the work described herein.”

In fact, in April 2014 SEG did not have the authority to undertake work on any of the marina parcels.  The Powers of Attorney for 13A and 13B Carolina, for example, solely gave SEG the authority to “apply for permit.”
