On December 10, 2019, Senate President Novelle Francis sent a strongly worded letter to Governor Bryan notifying him of the numerous defects in the CZM Major Water Permit which the Governor had approved earlier in the year.  The Senate President stated that the permit could not be ratified until the many problems had been properly resolved.
