SEG Water Quality Certificate

One of the requirements for an Army Corps permit is a certification from the state or territorial environmental protection agency that the project will not adversely impact water quality beyond certain established limits.  This is formalized through issuance of a “Water Quality Certificate” (WQC) which, in the USVI, is issued by DPNR’s Division of Environmental Protection (“DEP”).

SEG received a WQC in October 2014, eleven years ago.  There have been extensive changes in site conditions, construction plans, mitigations, and other aspects of the project, which render then eleven-year-old WQC invalid.  The Army Corps reviewer told SEG that they would need a new, updated WQC (as well as CZM permit) in email correspondence in October 2024, which we received via the Freedom of Information Act in May 2025.  That email is shown below.

On May 22, 2025, we wrote to the Army Corps and DPNR and pointed out the significant changes in the SEG project over the past 11 years which mandate an updated Water Quality Certificate.
