Behind closed doors, with no public notice or disclosure, Governor Albert Bryan, Jr. signed the CZM Major Water permit for the Summers End Group.  In order to do this he first needed a signature from the Chairman of the St John CZM Committee, since the prior permit had been signed in October 2014 and apparently the Governor felt that permit needed updating.

The St John CZM Committee was not notified of the reissuance of the CZM permit.  They were not notified or consulted regarding the request for the Chairman’s signature.  The Chairman apparently acted on the advice of other officials and affixed his signature and a new date on the 2014 CZM permit.

This action by Governor Bryan only came to the attention of Save Coral Bay when staff in the Legislature provided notification of the newly signed permit in May 2019, two months after it had been signed.
