A second Committee of the Whole meeting was scheduled by Senate President Novelle Francis on July 7, 2020. The meeting was held by online video due to the Covid-19 pandemic. Supporters of the SEG project were given unlimited speaking time, whereas opponents were kept to very short testimony. It was, to put it mildly, a highly irregular and unbalanced hearing, not designed to educate the Legislature, but solely designed to go through the process to get to ratification of the SEG permit.
