The Virgin islands Rules and Regulations pertaining to CZM permits specifies the procedure for modification of an approved permit.  The regulations state that the permit must be sent back to the CZM Committee as if it were a new application, unless the changes do not substantially alter the scope, nature or characteristics of the existing permit.
